Meet Judy Clinco
Judith Clinco, RN, BS, is a nationally recognized leader in the area of workforce development
in the long-term care industry.

vulnerable years."

have an opportunity to do that for themselves. They need an advocate,
someone who's out there as their champion. I'm that champion."
As President and CEO of Catalina In-Home Services in Tucson, she has been the recipient of
several awards for best practices, best employer, and nursing administrator of the year. At
Catalina, she developed a caregiver training program that resulted in a 75% retention rate,
far superior to industry standard.

I started the Direct CareGiver Association because of the critical shortage of untrained,
qualified Direct Caregivers to care for people who are aging and disabled. Nationally,
there’s a thirty two percent vacancy on a daily basis and the turnover is between five and
two hundred percent annually.

us to fill our mission of being able to provide high quality care
and services to a very at risk population without having a very strong,
qualified, stable workforce. And so we started the Direct Caregiver
Association, which is made up of consumers, providers and caregivers
themselves." |

Judy's experience as a provider and trainer has given DCGA a broad understanding of the needs
of caregivers. She sits on several national advisory, governing, and editorial boards, including
the Board of Directors of the Direct Care Alliance, a national information and networking organization.
"Our interest was to have caregivers who could work in any of the continuum, working in a nursing
home, in assisted living, or in home care and to be able to flow comfortably through those different
environments and have the skills they need to be able to perform at a high level."
In the last two years, she has been asked to present the DCGA model at conferences and consult with
organizations in Michigan, Vermont, Maine, Montana, Massachusetts, and New York. She has served on
the Arizona Governor’s Ad Hoc Task Force on Caregiver Wages and Workforce Development. Most
recently, she was an advisor to the "Better Jobs, Better Care" national demonstration program
sponsored by the Robert Wood Johnson Foundation and the Institute for the Future of Aging.
